A motion calling to ensure broken street lights will be repaired within 48 hours of being reported is to be tabled in Great Yarmouth.
Labour councillor for Central and Northgate ward Mike Smith-Clare put in his motion as he says "no one should feel afraid to walk around our town".
Mr Smith-Clare said his motion - to be tabled at the February 21 Great Yarmouth Borough Council full meeting - comes following residents complaining to him about broken street lights.
He said: "It’s a disgrace that too many residents feel unsafe and vulnerable due to faulty streetlights and dark or dimly lit areas. If passed, then our motion will resolve this problem - and allow local people the right not to feel prisoners in their own communities."
He demands the council ensures all streetlights are regularly checked and maintained, as well as ensuring a 48-hour turnaround on lighting reported as faulty or broken.
Mr Smith-Clare added: "Streetlights across our borough provide residents safe and visible access to roads, pavements and alleyways.
"It is therefore essential that all streetlights remain in full working order."
