Houses could be built on the site of a former warehouse despite the area being considered at 'high' risk of flooding.
Planners are recommending that Great Yarmouth Borough Council (GYBC) approves a bid to build two terraces of four homes each on land between Alpha Road and Common Road in Gorleston.
The site was previously occupied by a three-storey warehouse which burned down and has since been demolished.
A report prepared ahead of a development control committee meeting on January 18 states that the site is an area at high risk of flooding - but that the planning system allows new homes to be built in such zones in very specific circumstances.
Officers consider the housing being "affordable" will be a significant benefit that outweighs the flood risk, the report states.
The proposal is also facing nine objections which raise concerns about an "excessive" number of houses and the impact on car parking.
