Four teenagers and 16 men have been charged following violent disorder before the East Anglian derby earlier this year.
The incident happened before the football match between Norwich City and Ipswich Town on April 6.
At around 11.45am, a group of men and boys in Heathside Road, Cotman Road, Thorpe Road and Carrow Road were verbally and physically aggressive towards each other.
The charges are as follows:
• George Riches, 18, of Dyer Close, Horsford, has been charged with affray.
• Aaron Rolfe, 31, of Kered Road, Norwich, has been charged with causing fear or provocation of violence.
• Daniel Muttock, 40, of Woodland Road, Hellesdon, has been charged with affray.
• Jay Sturman, 27, of Sewell Road, Norwich, has been charged with causing fear or provocation of violence.
• Sydney Mason, 25, of Brightys Opening, Norwich, has been charged with causing fear or provocation of violence.
• Jude Davey, 18, of The Street, Rockland St. Mary, has been charged with causing fear or provocation of violence.
• Samuel Williams, 35, of Pennywort, Ely, has been charged with causing fear or provocation of violence.
• Kieran King, 25, of St Peters Place, Fordham, has been charged with affray.
• Jack Collins, 24, of George Close, Bradwell, has been charged with affray.
• Harry March, 23, of Stoke Road, Poringland, has been charged with affray.
• Ronnie Oliver, 21, of The Shrublands, Horsford, has been summoned to court on suspicion of causing fear or provocation of violence.
• Karl Dawson, 62, of Walnut Close, Felixstowe, has been summoned to court on suspicion of use of threatening or abusive words or behaviour likely to cause harassment, alarm or distress.
• Alessandro Pagano, 30, of Macbeth Road, Meon Vale, has been summoned to court on suspicion of causing fear or provocation of violence.
• George Beare, 18, of Marguerite Close, Bradwell, has been summoned to court on suspicion of causing fear or provocation of violence.
• Luke George, 28, of Oulton Road, Lowestoft, has been summoned to court on suspicion of use of threatening or abusive words or behaviour likely to cause harassment, alarm or distress.
• Liam Reynolds, 24, of Cattawade Street, Manningtree, has been summoned to court on suspicion of causing fear or provocation of violence.
A boy in his late teens was charged with affray, two teenagers were charged with causing fear or provocation of violence and a fourth teenager has been summoned to court on suspicion of use of threatening or abusive words or behaviour likely to cause harassment, alarm or distress.
All defendants are due to appear at Norwich Magistrates' Court on December 6 or December 10.
