Police said they have "exhausted all lines of enquiry" in the search for a missing man from Great Yarmouth.
Manuel Pereira, 62, has not been seen since he left his home in Nelson Road Central at around 4.15am on Monday, August 19.
Since then, police have mobilised specialist resources including Broads Beat managers, drones and HM Coastguard and reviewed hundreds of hours of CCTV footage.
Around 2,000 leaflets have been distributed in English and Portuguese and buildings, gardens and wasteland spaces have been searched.
Every reported sighting from the borough and beyond has been investigated, but none have been confirmed.
Police have now said they have "scaled back" the search as they are still no closer to locating him.

Superintendent Craig Miller, policing commander for Great Yarmouth, said: “It has now been more than two weeks since Manuel went missing and I’m sorry to say there hasn’t been any sign of him or any confirmed sighting.
“We have spoken to his family and explained that while local officers will continue to carry out regular patrols looking for Manuel, we can no longer actively resource a search operation.
“The investigation remains open and, although we have exhausted all lines of enquiry up to this point, we would still like to hear from anyone who may have seen Manuel or who knows of his whereabouts and will, of course, review any new information that comes in to us.”
Manuel is described as black, bald, of slim build and around 5ft 11ins tall.
He is believed to be wearing a knee-length black padded coat over the top of a blue Tommy Hilfiger coat, a red and white t-shirt, blue jeans, Adidas grey trainers, and possibly a black hat.
Anyone who has seen him or has any information about where he may be is asked to contact Norfolk Police on 101 quoting reference number 427 of August 19, 2024.
