A bid to convert part of an officeblock into flats has been refused by planners.
The applicant DPKBV Ltd was seeking prior approval to turn the first floor of Vauxhall House, near the railway station on Old Acle Road, into two flats.
The proposal was to retain office and commercial use on the ground floor while converting the first-floor offices to residential use under permitted development rights.
But planners at Great Yarmouth Borough Council (GYBC) refused the application over concerns about noise from commercial properties, lack of adequate light and the storage of waste.
The property is a T-shaped office building with two storeys which, according to the applicant, became vacant earlier this year.
The last known occupier was a cash-for-clothes business.

In February, planners refused a bid to develop six flats in the building by constructing an extension and an additional storey.
The building has previously been handed an improvement notice by Great Yarmouth Borough Council.
A report from planners said the building was "noticeable due to its poor relationship with the surrounding buildings and prominence in the street scene and approach to the station in particular".
