Eight houses will be built on a derelict site in Gorleston.
Great Yarmouth Borough Council (GYBC) has approved a bid to build two terraces of four homes each on land between Alpha Road and Common Road.
The site was previously occupied by a three-storey warehouse which burned down and has since been demolished.
Planners said the site is an area at high risk of flooding - but that the planning system allows new homes to be built in such zones in very specific circumstances.

The houses will be three-storey with an entrance porch, toilet and kitchen-diner on the ground floor, a living room and bathroom on the first floor and two double bedrooms on the second floor.
All the properties will be affordable housing and, according to the application, after they are built will be run by Orwell Housing.
Officers said the proposal "makes beneficial use of an eyesore and possibly dangerous brownfield site in an accessible location close to shops and services".
The bid had faced nine objections raising concerns about an "excessive" number of houses and the impact on car parking.
